The third army is under the command of general Ou Sen , who has also been appointed the supreme commander for the entire campaign. After the announcement, Shou Hei Kun tells Ou Sen that he is allowed to drop the plan to attack Gyou completely, at his own discretion. In return, while alone with Shou Hei Kun, he told him that a deal with Qi has forged. Especially when Ou Sen used Heki as bait, keeping him oblivious of the plan. It is brought to him by Ei Sei and his personal guard.
It's now two months after the events of the Chiyoyou Campaign where Qin was victorious. The workers are building a fortress in Chiyoyou in order to weaken Wei and to make Chiyoyou a foothold to launch an invasion in Wei. Due to this, there is a lot of immigration and a lot of resources and soldiers are being sent there in order to defend it if and when Wei would launch an attack to take that region back. Thanks to that, even Sanyou City has seen a growth in resources and man power. The other states are troubled with this event namely Ri Boku of Zhao. Times are shifting into the new era where the strengths between the states become obvious and the weak are swallowed by the strong. The state that is about to tip this delicate balance between the states is the king of Qin, Ei Sei. However he still has Ryo Fui to be worried about.
As Ei Sei's coming of age ceremony is approaching, the struggle for power and political influence between him and Ryo Fui is reaching its climax. In an attempt to trap the king into going out to war, Ryo Fui arranged a small scale Zhao invasion. In lack of generals to lead the defending army, Ryo Fui proposed that the king should lead it, just like he did in the Battle of Sai. However, prince Sei Kyou offered to lead the campaign himself. Sei Kyou met the Zhao army in the city of Tonryuu and managed to repel it easily, but was betrayed by the city's ruler, Ho Kaku , and his own general, Ryuu , who were both working for Ryo Fui. The prince was imprisoned and rumors were spread that he started another rebellion in Tonryuu. King Ei Sei , who didn't believe the rumors, sent a subjugation army led by general Heki along with Shin and his newly formed man unit, with a secret mission to save Sei Kyou. The Heki Army managed to suppress the rebellion successfully, but Shin was too late to save Sei Kyou. Before he died, Sei Kyou asked Shin to protect his brother and his wife to lead the remnants of his faction, serving under the king.
King Ei Sei receives a letter from his mother asking for a meeting. Due to their bad relationship, Sei is suspicious of that request, however, he decides to grant it as the Royal Harem's political influence could work as a great asset to his struggle against the Ryo Faction. During the meeting, Sei realizes that his mother bears a deep hatred for him because of all the hardships she had to go through during their stay in the state of Zhao. The reason she asked for the meeting was to see if she could in any way feel any affection for her son, but seeing his face, that proved to be impossible. In fact, the two meet in secret in the queen's chambers and reveal their past of being lovers. Kou happens to be present in that meeting and overhears their plot to dethrone Sei and, despite getting seriously wounded in the process, she manages to survive and inform Sei about what she witnessed. Sei uses that information and starts spreading rumors about Ryo Fui having an affair with the Queen Mother, a feat that is punishable by death. Ryo's faction starts feeling uneasy and asks their leader repeatedly for answers.
